基于调制FFT有限域搜索的MUSIC频率估计算法

为满足跳频频率测量中频率估计高精度及实时性的要求,提出了一种将调制FFT和MUSIC算法相结合的频率算法:首先利用调制FFT对谐波频率进行预估计,确定感兴趣的频域区间;然后利用MUSIC算法在锁定区间内估计伪谱谱峰的位置,实现频率的精确估计。该算法可得到较高的频率分辨率,并减少了MUSIC算法的谱峰搜索范围。仿真试验表明:该算法的频率分辨率高,且实时性能满足频率测量需求。     

基于路径规划的无人机飞行冲突解脱技术

在无人机与有人机共用空域时,随时可能发生飞行冲突,应当有一种可靠的冲突解脱技术,保证无人机的空域运行安全。为此,构建了基于正三角形栅格法的空域运行环境,改进了以往十字栅格环境规划动态路径的缺陷;提出了基于空间分割的改进蚁群算法,提高了算法的寻优性能与路径规划能力。最后结合ADS-B系统的工作原理,在利用卡尔曼滤波对ADS-B信息进行修正的基础上,设计了无人机冲突感知的技术方案,并用实时的路径重规划技术实现飞行冲突的解脱。最终的仿真实验验证了飞行冲突解脱技术方案的有效性,可为未来无人机的空域运行技术提供一定的理论参考。     

频率步进雷达高分辨距离像解模糊方法研究

针对频率步进雷达中存在的高分辨距离像模糊现象,通过分析其本质原因--周期延拓引起循环移位,提出了一种等效混频解距离像模糊的新方法,并给出了等效混频本振频率的选择范围.通过仿真实验验证了该方法的有效性.     

高频地波超视距雷达述评

高频(HF)地波超视距雷达(GW-OTHR)利用雷达波束绕地表面衍射作用,能探测视距外的舰船、低空飞机和巡航导弹,不仅覆盖面积大、费用低,能弥补常规微波雷达低空盲区和天波超视距雷达的近距盲区,也无需注意电离层的变化,且可反隐身、抗反辐射导弹(ARM),因而在许多国家的国民经济和国防领域中得到了广泛的应用。论述了地波沿海面传播的特性和探测能力,并对超视距雷达的发展和应用进行了介绍。     

Regional mediation strategy: The case of Zimbabwe

The growth and survival of the field of conflict resolution can only be attained if practice is used to generate theory, rather than a reliance on the current situation where theory attempts to direct practice. Some conflict resolution practitioners believe that theory and practice cannot be separated. This article evaluates the art of mediation using Zimbabwe as a case study, where the strategy was used in an attempt to resolve the Zimbabwean conflict that began in 1999. Employing primary and secondary sources, the article delineates the major characteristics of mediation and clarifies principles of the strategy. It further establishes the affinity and dissonance between practice and theory. In addition, it asserts that in the Zimbabwean case, the achievements of insider-partial mediation as a strategy were limited. In the long term the mediation strategy failed because the Government of National Unity did not fulfil all the outstanding issues enunciated by the global political agreement as a precursor to free and fair, credible and legitimate elections. In opposition to the mediation targets towards sustainable peace, Zimbabwe witnessed rushed elections before the accomplishment of the issues at stake, leading to the overall failure of the insider-partial mediation.

高质量的调度方案不仅能满足用户的需求,还能为中继卫星系统的计划编制提供科学的决策手段和依据。针对日益多样化的用户需求,采用全新的中继卫星调度应用模式,允许用户提交多个可以滑动的时间窗口。面向这种调度模式,考虑中继业务中任务调度的灵活性和任务间的冲突,构建考虑多滑动窗口的中继卫星调度模型,并设计基于随机搜索策略的中继卫星调度算法。算法包括任务资源匹配与邻域生成、可用时间段生成、任务冲突分析、邻域搜索与冲突消解以及资源与任务集更新5个算子。通过仿真实验将该算法与基于时间自由度的启发式算法进行对比,验证了算法的有效性。     

X波段雷达线性调频脉冲压缩信号仿真研究

对雷达线性调频脉冲压缩信号进行分析以及仿真,在雷达信号模拟领域中是非常重要的.给出了常规调频脉冲压缩信号以及匹配滤波器模型及仿真结果,并在对某X波段雷达调频脉冲压缩信号处理特点研究的基础上,分析了距离分辨率对不同距离目标分辨的影响,并进行了仿真验证.     

Political dynamics in Kenya’s post-electoral violence: Justice without peace or political compromise?

The political upheavals that erupted in Kenya after the release of the 2007–8 election results resulted in the death of approximately 1 200 people, as well as the loss of livestock and other valuable property. While the Kenyan government tried to seek solutions to the crisis, the International Criminal Court (ICC) issued warrants for the arrest of top government officials. For its part, the African Union (AU) accused the ICC of racism by targeting only African leaders, and maintained that such practices undermine the rule of equality before the law set forth in Article 27 of the Rome Statute. The AU is therefore advising African countries, including Kenya, to consider withdrawing from the ICC. Will the ICC's intervention into the situation in Kenya bring justice and peace to the country, or will it add to the existing injuries affecting not just the country but the region as well? Through a critical analysis of contemporary scholarly discourse, this article unravels the dilemma of the ICC's intervention and the likely consequences of this action for the people of Kenya and Africa.     

基于数字信道化的极微弱信号载波频率引导模块设计与实现

针对深空探测中常规点数的FFT无法对极微弱信号进行精确的频率引导,而超长点数的FFT无法用现有器件实现,提出一种基于数字信道化的并行FFT频率引导方法.接收信号先经过数字信道化处理,均匀划分为若干窄带信号,然后分别对各子带信号进行FFT运算,最后通过对各子带有效谱线的联合检测完成载波频率的精确估计.在等效219点FFT的频率引导模块FPGA实现中,通过FFT模块的复用节约了硬件资源开销.测试结果表明:在8MHz采样率下该模块的测频精度小于10Hz.     

轴角编码器中的叠加三角波技术研究

针对基于DSP的轴角编码器,运用叠加三角波理论提高A/D转换的分辨率。介绍叠加三角波理论,并结合基于DSP的轴角编码器,对三角波信号的参数设置进行研究,从而有效的提高A/D转换的分辨率。利用叠加三角波法加适当的外围电路,与外接高分辨率的ADC芯片相比,具有更高的性价比,较好的满足轴角编码器对A/D转换的需求。
